Images: Changing Geometric Shapes

I've been trying to make a circular border out of a square border (picture frame-transparent center). I've tried Effects>Geometric>Circle and Warp, but both created too much distortion. All I want to do is to get rid of the square corners. I ended up cutting and pasting sections into a circle shape, but there must be an easier way than spending another 2 hours to do that. I think in PSP 8 I used to get that effect with the Deform Tool. I can't find that in PSP 2018. Is it possible to do this in v.2018?

The Deform tool is now the Pick tool.
Could you post an example of what you are trying to do?
Why not create the circle with PSP tools?

The Pick Tool was my first attempt, but all I could do with that was resize in different directions. I was not able to get the "roundness".
This is similar to the square frame that I was trying to make into a circle frame.

I used a mesh Warp to do this.
