If you have duplicate images and you are trying to use the background eraser on the top image then it can appear as if it is not working yet the thumbnail is showing it erasing. It is working, you are just seeing the lower image which is not being erased.
I used your settings but changed the brush size to 270 . Then I turned off the visibility of the bottom image and worked on the top image and all worked as normal. I also had the limit selected as Contiguous so that if any part inside the image matches the color / tone of the part you are trying to erase it will not be erased.

I thought it was a huge image that may cause lag. Your image has a "normal" size and working on it should not produce delay between brush strokes.

Ok try these two methods with your PSP 2019 system.
Method 1
1. Copy and use this diagram (click the image and then right click Save Image)

2. Duplicate your layer and then turn off the visibility of the lower Background image.
3. Make your Brush size about 700 pixels, Hardness 100, Step 5, Density 100, Thickness 100, Rotation 0, Opacity 100, dont worry about Tolerance value as you will have Auto Tolerance ticked, Sharpness 70, Sampling Continuous, Limits Contiguous, and Auto Tolerance Ticked.
4. Using two clicks in locations shown in 2 and 3, you should get the results shown in 4 in the following diagram

Method 2
5. Set up the Duck image again as in steps 1 and 2.
This time change the brush size to 100 and now drag the brush around the outside of the duck as shown in the following image.

Do both methods work properly for you with the Duck image.
If you cannot duplicate this procedure and erasing still gives problems and resetting tool ,and resetting program does not work then you may have to reinstall.

hartpaul, thanks very much for your 2 methods as posted and for the time and trouble you went to in putting them together. I can confirm that both methods worked for me exactly as you set out using the duck image
