Have you tried submitting a ticket in writing? I got good service the two times I have contacted Tech Support over the years, but I read nothing but bad experiences with phone support.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

Your welcome. Although I said it could be a workaround, it is a better process as non destructive and it is how I usually dodge and burn.

Another non destructive way of doing it is to use Curve Adjustments and then paint in light and dark with a white brush on the masks.
e.g. Add a Curves Adjustment to the image and alter the curve to darken the image and name it Burn. Then use Layers/Inverse Mask Adjustment to Invert the Mask from white to black to hide the effect.
Next add another Curves Adjustment and alter the curve to lighten the image and name it Dodge. Then use Layers/Inverse Mask Adjustment to Invert the Mask from white to black to hide the effect.
Now with both masks as black and hiding the curve effects, paint on either mask with a white brush to bring in darkness or lightness to the image.
You can adjust the opacity of the brush and also use layer opacity on the masks.
