I get an equivalent result just doing
1. Image > Negative Image
2. Adjust > Color > Fade Correction set at 45
produced this:
When I checked the white line on the platform it came out as R190, G195, B190 so fairly close to white. I did not use the building in the background as thayt may not be necessarily white by intention.

Very good approach. However, it is still somewhat faded. I think it could use a bit more tweaking to bring out more color on the train tracks and train itself, and somewhat more contrast and sharpening to be close to the Perfectly Clear one with adjustments.
