PSP 2018 how to open thumbnails on specific folder?

PSP 2018 how to open thumbnails on specific folder?
I just installed a fresh version of Windows 10 and I reinstalled Paintshop Pro 2018. Before it would open in manage view (which it is doing now) and open to a specific folder. Now it just opens and I have to tell it what folder to open and show thumbnails. It's been so long I can't remember how to make it open to a specific folder and I don't see an option in preferences. Help!

I don't normally use Manage mode, but I changed my preferences to have Manage mode as the default and then closed the program.
Reopening it opened to a folder that I had last used. I then used the Navigation panel to change to another new folder loaded an image and then closed PSP using File > Exit (also works same way with the X top right).
Upon reopening PSP it opened the new folder which is in effect the last folder opened and I think that is the way it is supposed to work.
I use Edit mode as my default and with the Organiser set to a test folder.
Should I need other images I will open an explorer window and drag and drop images from that into the PSP workspace. That way PSP always opens with my test folder .

Yeah that's how it worked on Windows 7. I don't know if this is a Windows 10 problem or something. For some reason even if I do what you said it still opens to a blank manage screen and I have to tell it to navigate to the folder I want. I have no idea.
