Yet another glitch with PSP
I run PSP 2018 (PSPx10) on Win 10-64 1903. I have noticed after I open it an let it sit while I use other apps, when I come back to it OSO does not open. It does inhabit space on the toolbar (see screenshot) and it will show the appropriate thumbnail (see 2d screenshot)
but that's all it does. It will not respond to commands (e.g--that little X in the upper right corner of the thumbnail) and will not open. I have to go to Task Manager (where it says PSP is not responding) and kill it there. Then I can wait my 7 seconds and reopen PSP.

Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

BTW-- I can also not shut PSP down with a right-click (see screenshot):
