They're allegedly selling PSPx3 (an old old version) sealed in a box for 11 pounds 50. Either they got some unsold stock, or they resealed some opened stock, or they're lying (e.g. -- could have burned new CD's, printed labels for boxes, etc.). On Amazon, you can spend more for PSP7 or PSP8, or spend less for a (presumably used) PSP XI.
Sounds like an unregulated market: "You pays your money and takes your chances."
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

I wouldn't buy software from eBay! But it surprised me that they claim it was 'new'.
The only good thing is that the user learns to use the program and then will hopefully buy an upgrade at the correct price!

Note that the seller Bowman76 has an 81916 star rating with 99.2 % positive feedback.
So looks like a regular seller probably follows warehouse , shop disposal sales and buys in bulk then sells on ebay.
Also sales here are covered if you use Paypal. Looks like it is the standard version rather than the ultimate (means some extras).
Lastly it was for pre Windows 10 operating systems and perhaps may not work on some windoows 10 systems.
My version of X3 does work on at least 3 devices with windows 10.
