I found them listed under, This PC, Local Disk C, Program Files, (x86) I bet I'm just a few clicks away, it really is a pain when computers go wrong.
i guess I'm just trying to learn ready for when it goes wrong again.

No I don't mean those. When versions of PSP install they create a bunch of similar named folders Brushes , Bump Maps etc.
The ones set up in Program Files or Program Files (x86) are the ones that come with the programs sets of brushes etc.
The ones in Documents are user defined / saved brushes etc - they are not the same . You mentioned that the My PSP8 folder in Documents only contained 2 folders and that is why my previous post suggested you needed to create those empty folders manually. You cannot copy them from the Program files for twpo reasons
1. the Program etc folders contain some extra folders
2. If you were to copy them over then PSP would find duplicates of brushes , gradients etc and go into a tizzy telling you there are duplicates.
This diagram shows the two different folders compared :
So you can check to see that each of the main folders contains the correct numbers of folders .
As I said before try adding the new folders to your Documents/My PSP8 Files and see if that makes a difference.

I have a similar problem to yours. My PSP 2018 stopped working for no reason and presents the same error. By chance, I discovered that I could get it to run by right-clicking on the program icon and selecting Run as Administrator from the menu list that pops up. It runs and finds the files that it complained about with no issues.
I am still working on trying to figure out what changed and why this error occurs.
