Re-adjust hotkey assigment "Select all"?

I start PSP X2, then load a *.jpg image. In the left side toolbar the "Pen tool" is currently marked.

Now I press Ctrl+A in order to select the whole picture: But nothing happened. No selection rectangle is visible

Why?

When I go to menu Selections--->Select all and click on it then it works.
So why does the hotkey not work? Behind the sub menu "Ctrl+A" is shown as the corresponding hotkey.

All other hotkeys are working.

Maybe the hotkey Ctrl+A is occupied by another program (even PSP itself?). How can I find out the blocking program?

How can I re-defined the hotkey for "Select all"?
Maybe assigning another hotkey and afterwards re-assigning the old hotkey help

Selections tend to hide when vector tools are selected

You can also make a customised toolbar and include the Select All from Selections Menu on that bar and that works the same.
