Frame Rates and choppy video outputs
I use VS x8. A couple of linked questions for the experts. Naturally, if I try to combine and edit source videos with different frame rates (ie. commonly 25 and 30 fps), I get choppy outcomes. Is there no way around this? In addition, my VS in the UK invites me to use 25 or 50 (for PAL) during output, never 30 or 60. I believe that I can change this to 30/60 fps only by reinstalling and somehow specifying that I am in the US, or using its 30 fps protocols. Is this true, and do more recent versions of VS make it easier to switch between frame rates without reinstalling? In case it matters, note that I don't have reason to want to stick with PAL or NTSC protocols, nor to produce DVDs. I want to produce video files such as MTS/AVC or MP4. Thank you

We can only output to a video file and that has a single frame rate -- of your choice of course
If you have mixed 25 with 30fps then something has to change
Going from 25 to 30 will add additional frames 1 in 5 which may be noticeable especially in faster moving video
Same goes for 30 to 25 where 1 in 5 frames are removed.
For older versions It is true that if you wish to change the entire program from Pal to Ntsc then you would have to reinstall
For newer versions there is an option in preferences (F6) to change the standard from pal to ntsc to avoid re-installations
I do not have X8 installed to check, but is available from X9 -- press F6 General tab at the bottom, can you confirm if the option is available.
If the option is not available then all is not lost as we can set our project properties to use either Pal or Ntsc (Alt+Enter)
Fortunately for most common video formats the Show Messages should match the video files properties to the project, this should show when adding the first clip to the timeline, F6 to check General tab - Project
When it comes to Share we can use the option Same as Project Properties or First Clip, otherwise we can create our own template / profile to Pal or Ntsc, using the +
Settings – Movie Profile Manager will also allow you to create the same profiles Pal or Ntsc, then you can choose one or the other.
