Can someone advise is there a method using PSP8 to change an image which is a rectangle to one which is a four sided POLYGON (unequal opposite sides).
For example change a rectangle with a size of 200mm X 600mm to a polygon with the top 600 mm, bottom 650mm, left side 200, right side 250mm.
It would be really great if there was a tool which did the opposite of the perspective correction tool.

"Perspective Correction" tool might be the easiest way. You can also use the Pick tool in Free (Shift + Control) mode.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

Silly me didn't give a thought to using the 'perspective correction' tool to actually expand on one side.
Also I have no idea what the PICK tool was useful for and after you mentioned it I 'googled' it and found the following web site which 'opened my eyes' to it's use I mean the name Pick isn't as inuitive as 'persepctive correction' -
