I'm not sure what you mean.
PSP itself has a picture frame effect which can apply picture frames around your image. And you can also make your own picture frames inside PSP that will work with this effect, yes. Corel also offers picture frame downloads. But not a separate add-on or plugin.

If you want a separate frming programme, try Akvis Frames:

The programme is free with some sample frames but you pay for additional frame packs.
