The closest idea I have is to just do the steps of Posterize Edges.
1) Posterize (Effects -> Artistic Effects -> Posterize
2) Duplicate layer
3) Find edges to outline the edges of the image (Effects-> Artistic or Edges, Charcoal, Find Edges All, etc)
4) Set blend mode to Multiply to get rid of new white background
5) Merge
Then do black and white of some sort I like Black and white film, and then begin changing colors with the paint bucket tool. How flat it looks at the end depends on the amount of posterize you use. But most of the Find Edge effects create very solid normal lines. Not these half-dotted lines that Photoshop's Posterize Edges does.

Well, I ended up using the black pencil effect, but I got to it through the Effects Browser and picked the medium effect. Then I found the button to modify the effect. I left the details alone (50) but reduced the opacity to 20. I used the dropper to change the foreground to the surrounding gray, set the background to black, then hit the Color Changer tool, then saved the layer.
There oughta be an easier way. I didn't duplicate the original effect, but close.

New raster layer under that. Raised the colors back to 16-bit, made a yellow foreground, and poured into that layer. That did it.

I've been following this thread since the beginning, trying to achieve the desired results on my own, but now I have to beg for help! Ehume, if you have the time, would you please post the steps your used, starting with the jpg image, on to creating the black and white image,all the way to the successful conclusion? I know where to find each effect used, but if there are settings involved please include those. I can get a pleasant approximation, but as you can see, I'm not getting the interior black edges. Hm. I'm no expert, but I'll see what I remember. First, I converted the image to greyscale ("B&W"). Then I used the background eraser and tediously went around that circumference, clicking next to but not within the flower. I cannot paint because 1. I do not use an external videocard (dGPU) but the built-in Intel graphics, and 2. I can no longer do things smoothly; I must increasingly rely on the computer and its software. After doing the background erase around the entire flower, I was able to use the Magic Wand tool to select and delete the surround. Now, with the edges clear and the background deleted, I could add a mask layer based on image luminance. I can't remember if the mask was based on inverted image data -- you'll have to try it out and see. Now I had a transparent image. I could put a yellow layer underneath and only the flower showed it.
I don't remember doing anything special to make the black surround. But I did not save anything to show my work. Therefore a little re-creation: I opened an image of the flower (a png, with transparency). I then used the Magic Wand tool to select the space around the flower, then used the Flood Fill tool to make it black. The result is most satisfactory. You can probably get the same result from a white background (jpg) with the Magic Wand tool to select the space around the flower, then the Color Changer tool. I just tried that out and it works -- on jpg and not png. The Flood Fill tool works for png's.
