Pspro 2019 Ultimate.When I select the pan tool for use on a jpeg image the hand icon shows.I can zoom in and out with the mouse scroll wheel.When I try to pan around the image the whole image moves on the screen.What am I doing wrong, why am I unable to pan around the image ?
