Is it possible to create transitions for titles, for example i have a title over a video clip and i want the clip to slowly fade in and fade out rather than appear and disappear abruptly.

Yes, check the Animation checkbox. Once that is done, you can select various types of animations, including fades.
In some cases you may want to create a title, and then duplicate it to apply different animations to each copy. If you want to fade in a title, hold it, and then fade it out again, with control over the time of each of these sections, you'll have to use this technique.
