How to clean a photo from milky,misty white noise?

Sometimes I got a photo which has somehow (partially) a milky, misty white noise curtain.

Have a look at the two attached sample photos

How can I most easily clean such a photo from such a light white partial-transparent layer?

You could try Fill light/Clarity, but PSP has no Dehaze filter like Affinity or Silkypix. Both cost something. You might try the Perfectly Clear plugin if you have one that works with your version of PSP. Maybe someone else knows . . .

Choose hard light or else
Then merge all layers
sharpen a bit
that's done

Try Adjust > Color > Fade Correction

You need to clean the front lens of the camera. Some dust or fingerprint may produce this effect (loss of contrast and milky effect).

Try the Local Tone mapping tool (but values need to be different on your original image):

I don't have X2 installed. If I remember, it is perhaps named "Clarify". But not sure.

In PSPx4 it is Menu > Adjust > Brightness and Contrast > Local Tone Mapping...

In X2 it is Adjust > Brightness and Contrast > Clarify.

Its effect is similar but not as good as the Local Tone Mapping (LTM) in later versions. However the effect can be repeated to produce just as strong an effect.

LTM was introduced in PSP X3 and Clarify was dropped.

In X3 Local Town Mapping just had one slider for Strength from 0 to 20.

By X4 LTM had the Strength and Block size sliders, and Fill Light/ Clarity was included. The similarity between Clarify and Clarity does not match their effects. Clarify in X2 is similar to a weak LTM without a block size slider.
Clarity has a slider which goes from -127 to + 127 and at the -127 gives an softening effect with some similarity to the Orton Effect (separate script probably available for this).
