I am considering buying VS, even with all of the problems that seem to be associated with it. Can VS convert PAL to NTSC? Can VS eliminate the Region coding?

The thousands upon thousands with DVD players. Not everyone has 4k or android tv to play mp4, et al.

As for converting PAL to NTSC, well yes, VS can do it, sort of, by simply changing the standard PAL frame rate of 25 fps (or 50 fps) to NTSC's 29.97 fps (or 59.94 fps). But unfortunately it does this by repeating 4.97 frames per second from the PAL footage. This may not be particularly noticeable if there is not much movement in the video. However, with faster action, it might appear a little jerky or jumpy.

Yes, DVD and Blu Ray are on the way out with the advent of 4k TV and Terabye thumb drives.
However, in my community, DVD is still prevalent to a high degree. The TV in our Clubhouse is not 4k and can only play DVD or Blu Ray discs. I happen to have an Andriod TV so, I can have almost 1,000 movies on my thumbdrive. DVD is not dead yet.
