I just opened PSP XI, and that is the Splash screen. To get rid of it, go to Menu > File > Preferences > General Program Preferences... > uncheck the "Show splash screen when application starts" box.

Edit: I discovered something very interesting when I used PSP XI. I wondered how you got such an exact crop of the opening splash screen. So I opened PSP XI. On opening, I did a shift-PrntScrn to capture the fleeting image, then Paste-as-a-new-Image on PSP XI. I then turned to the Crop tool. Imagine my surprise: it conformed to the splash image. When I pasted the same screenshot as a new image in PSP 2018, the Crop tool did not conform to anything except the previous crop. Imagine that!

Now, PSP XI looks like the old Jasc PSP's (I have the CD's for 7 &9) but it says it is a Corel product. Looks like it could do something that PSP 2018 cannot. I will try on PSP 7,8,x4,x6-x9, see where the behavior changed.

If you click on the dropdown box in the lower left hand corner (currently says remind me in 1 week) what are your options? Is there an option not to be reminded?

So far I have determined that the crop-to-splash behavior began with PSP X, the first of the truly Corel PSP's. PSPx4 also selects the splash automatically.

Edit: By PSP x6, the automatic boundary-finding in cropping was gone.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.
