I went to use the filter to remove noise. I also wanted the jpeg artifact to be removed. After the operation, the file size of image was increased which is not good. The image is 6040 x 4040 and 31.5 mp's. I can not have it any more than 25 mp's. By how much do I need to reduce the size?

Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

You don't need to resize your image, just use Save As and set the compression until it reaches the size you want.
PSP's compression algorthim is why a JPG will increase or decrease in size. When they first introduced it, the default setting would drastically shrink the image and people freaked out. They were afraid they were losing massive amounts of detail. When what was really happening is the algorithm was just really effective. Oddly the reverse is also true, when very little compression is applied the image jumps up in size, or if the algorithm that originally made the JPEG was more effective than PSP's then it'll appear to jump in size.
It's just how JPEGs work.
The best option would be to use Save As instead of "Save" as this will give you a slider (assuming you're using one of the lastest versions of PSP) right in the save dialog with an estimated resulting file size. So you can just move that slider until it matches your desired file size.

In addition I found in earlier days when I had to get an image of fixed pixel size down below a certain KB setting that rather than change the compression which changes the overall image, I could selectively soften some unimportant parts of the image (soften brush) eg background trees, and this would reduce the disc size (KB) when I saved the image.
