Need to re-enable brush rotation with mouse wheel
I used to be able to turn the mouse wheel to rotate a brush very quickly. I think an auto update disabled that feature. Is there setting in Preferences to re-enable the mouse wheel to rotate, say, a line brush, by using the mouse wheel, or has that feature been removed?

To use the mouse wheel to rotate the brush (or to change size or any of those other attributes), you first have to go to the bush Tool Options palette and - for rotation for example - if Rotation is set to zero then click the little up arrow beside the zero and increase the rotation by at least 1. Then put your cursor back on the image and use the wheel to continue to increase that rotation. You have to do the same thing for other attributes that can be changed with the mouse wheel - i.e., fir click the up arrow on the attribute if it's set to zero or click either up or down arrow if it's already set to a number above zero, then cursor back on image to increase/decrease the number in that attribute.
It has always worked that way. Because the mouse wheel can be used to change the numbers in several fields/attributes in the Tool Options palette the wheel has to know which attribute you are wanting to use it for. It can only know that if you first activate that attribute by changing the number in the field by at least 1 increment.

Thank you for kindly responding. I used the steps below that fail. PSP just zooms in or out of the image. Can you tell me what I am overlooking?

Blimey! The paintbrush used to rotate by mousewheel. I used to use it to lay down white edges next to the products I was reviewing. But just now I tested it on PSP x9 (which you have listed), PSP 2018 and PSPx7. All show rotation by mousewheel only when the cursor hovers over the rotation box. But I remember it rotating while it was over the place I was going to apply it. In fact, I would have to place the paintbrush in order to restore the enlarge/decrease image size via the mousewheel. Sorry, that was me forgetting that PSPX9 is not PSP 2019! These changes by Corel in naming convention have confused this aging mind I'm afraid! I had done my testing in PSP 2019, where the mouse wheel does work as expected. Now trying it with X9 I do see that the bug being discussed does exist. I wonder why this wasn't brought up back when X9 was released? Or perhaps it was and I've just forgotten about it.

You are confusing Brush Variance > Rotation with the Rotation setting on the Paint Brush Tool settings.
This is where you change the value of rotation- If you click the lower bar or any of the arrows to make that Rotation active, you can normally rotate your mouse wheel to change the values and "normally" continue to do that in the document space.
I say normally because there is a Windows setting that needs to be done if it immediately reverts to the zoom image when you move the cursor over the document.
That setting is here:
To get there go to Windows Settings >Devices > Mouse
and make sure "Scroll inactive windows when I hover over them" is turned off.
With it turned on I get what you describe , in the Off position the mouse behaves as expected.
EDIT that works for PSP 2019 but not PSP X9 so am a bit more puzzled over that.

Now that is weird. By following your directions I turned the correct behavior back on. Now that I think of it, I was doing my reviews on Windows 7. First, as you have found out, the issue is with PSP X9, not 2019.
But second, the setting you suggested is a Windows 10 setting. I use Windows 8.1 and the OP uses Windows 7. Windows 8.1 doesn't have that setting anywhere in my mouse properties dialogue on any tab. I suspect that's the same with Windows 7, but I stand to be corrected. In any event, even without having such a setting the mouse wheel works as intended with other versions of PSP, so setting it on or off (which we can't do anyway) doesn't make a difference.
Also, I notice that the setting is to scroll (or not) "inactive" windows. My interpretation of an inactive window in PSP is one where an image title bar is not highlighted, and an active image window is one where the title bar is highlighted. When I select and click on various options in the tool options bar (like Rotation), it does not make the window of the image that I am working on inactive. That is, it remains highlighted in bright blue while any other image window present is shown as inactive (i.e., a light blue). So I wonder, with Windows 10, why a setting for scrolling inactive windows would affect what happens when a window is actually active. Just curious.

With further testing I have found that the behavious with Windows 10 is the same for :
PSP8,X2, X3, X4,X5,X6,X7,X8, 2018, 2019
It is only X9 that this fails no matter what the position of the Mouse setting.
Will try and look at Windows 7 settings

I just now did some testing with the Win-10 settings as hartpaul suggested. Since I have several PSP versions installed and in the same directory, it was no sweat. What I discovered is that PSPx4, x6, x7, x8, x9 and x10 (PSP 2018) all behave properly. Why MS made the change for Win 10, I do not know.
Edit: And again, with the "Scroll inactive windows when I hover over them" On, the brush does not rotate in the above apps. When I return the control to 'Off' the proper rotation behavior returns. A pure Microsoft issue.

After looking in the windows 7 settings the change is not possible there either in the mouse settings or the Ease of Access > change how your mouse works
Looking on line I found that there were some suggestions about changes that could be made with outside software or with registry setting changes.
However considering that Windows 7 Support ended in 2015 and extended support finishes in January 2020 perhaps it should be considered to upgrade to Windows 10.
I was at first resistant and maintained a number of hard drives that could be interchanged including XP win7 win 8.1 but after working with Win 10 for some time now I am more familiar with it and have given up on those earlier versions.
Might be time to bite the bullet for those using the earlier versions.
Looking on line I found that there were some suggestions about changes that could be made with outside software or with registry setting changes.
However considering that Windows 7 Support ended in 2015 and extended support finishes in January 2020 perhaps it should be considered to upgrade to Windows 10.

This is odd, because I established to my own satisfaction that the Win-10 setting was causing PSP to misbehave. I was using the mousewheel rotation in PSP for years -- probably 2015-2018, 3 years at least. I did not downgrade from Win-7 to Win-10 until Jan 2019. That means the PSP's paintbrush rotated by mousewheel while I was using various PSP's -- including PSPx9 and PSPx10 -- and Win-7. The aberrant behavior started with Win-10 for me. Your experience seems to be different; I wonder if MS broke it doing a security fix that was common to both Win-7 and Win-10.
