Basically you open your PSP 2019 64 bit version and do File > Preferences > File Locations and then Plugins you should find the locations where any plugins are installed
Copying those and pasting in the explorer address bar will show you the folder that PSP looks in for the plugin
In my PSP 2019 that was
C:\Program Files\Corel\Corel PaintShop Pro 2019 (64-bit)\PlugIns\EN
Now open PSP 2020 64 bit and go to File > Preferences > File Locations > Plugins then click on Add and paste your PSP 2019 reference in the dialog box , click Ok nd Ok and then close your PSP 2020 wait about 10 seconds and then reopen and place an image on your workspace and see if the Effect is now there.

That sounds logical and is what we have done in past versions. However, I had already tried it without success in PSP 2020. In fact, I just tried it again, and got the attached error message. It is in fact correctly installed in PSP 2019 and works perfectly.
I also tried simply copying and transferring the Perfectly Clear SE 3.5 folder from 2019 into 2020 without success. That folder contains both the 8bf file as well as a subfolder containing a number of associated dlls and other files.
And for the sake of completeness I also tried inserting in PSP 2020's Preferences > File Locations the relevant link to PSP 2018's Perfectly Clear, which of course is version 3 and not 3.5. Again did not work.

One last thing to try. I assume you received a file named something like 'Athentech_PerfectlyClear.exe' in your download. Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

I tried these suggestions and they do not work. I noticed that the PSP 2020 plugs in are available on my 2019 version.

I got both perfectly clear and PtoP to work in PSP2020 by copying the folder for PerfectlyClear and the .8bf file for PtoP from C:\Program Files\Corel\Corel PaintShop Pro 2019 (64-bit)\PlugIns\EN to the equivalent folder for PSP2020. This did not work for everyone.

Is there any update on this.
Ive upgraded from 2019 and cant get my perfectly clear plug in to migrate to 2020.
Tried all the above steps, re-instal PC, copy the files and folders, restarted etc etc - not working. I get the same message ' not installed properly.
Seems a shame to go back to 2019 (its working there).

I gave up after a while. Or rather, I gave up and in November shelled out a fair amount of money (I thought -- US$70) for the full version of Perfectly Clear 3.9... Athentec, which used to make it, have now been taken over by a company called Eyeq, though it still shows up as an Athentec plug-in when I point PSP 2020 to it... The version I bought also contained a number of third party presets for the same price. So I am now happy enough and it works well both as a stand-alone and as a plug-in...

As far as I can tell, it is a scripting thing. PsP 2018 and 2019 were installed by a script function, each script being dedicated to each version. I have spoken to the Athentec/Eyeq and they suggest talking to Corel.

OK. I seem to have a work around that seems to be working.
I re-installed Perfectly Clear v3 SE to PsP 2019, I had previously unstalled all instances.
I Opened PsP 2020 and went to File Locations/Plugins and added the location of Perfectly Clear in the PsP 2019 Plugins directory.
I ignored the Athentec folder and pointed directly to the Perfectly Clear v9 SE sub folder.
I then went to the Plugins Menu in PsP 2020 and there it was, Perfectly Clear v3 SE, as required. Wonder of wonders, it worked correctly too.
So, success, at least for me, even though it requires that I keep the PsP 2019 directory available.
By the way, the moderating thing on this forum seems somewhat over aggressive and time consuming. It doesn't exactly lend itself to a fluid exchange of ideas in a timely way. At least, not for us time poor people. Just my opinion, no ill will intended.

What I did do, is as follows:
In File Explorer, navigate to both instances of PSP. (2019 and 2020 versions)
Rename the year of the 2019 version to anything. (it doesn't really matter what is chosen). I choose "2000"
Then rename the year of the 2020 version to 2019.
Then simply run the 2019 Perecftly Clear exe file. (The exe needs to find the year 2019, I would guess)
Once installed, then change the years back to the original for each version.
Launch PSP 2020 and it should work. At least it did for me.

This seems to confirm what John Owles speculated earlier - that the install script is written for specific PSP versions. So the scripts each search for that specific PSP year number, possibly in an attempt to prevent people with different versions from those that came with the script from using the program.
