selection pasting but larger not expanded

I have a selection and want to paste it as a new image -- can I make the selection larger after pasting? I don't want to expand the original selection area but make the pasted selection larger after pasting it.

I tried doing it as a new layer on the original image but could make it larger.

I actually want make the selection part of the image larger on the original but thought it might be easier if I pasted to a new image and somehow enlarger after pasting. Suggestions?

The pick tool will let you scale a layer.

Thank you very much! I've been trying for many months to configure the "selection" options as a way to rotate the section rather than have to pick a different tool to achieve it. Maybe it should go to the wish list for the next update. An option to rotate the selection listed when one selects the "selection" tool or at least a tool tip when you hover over the selection tool saying to rotate "pick" the pick tool after selecting. Or some some such wording. Again you were a great help.

I doubt that you will get such an option. PSP has myriad tools that do different things, and if we had tooltips on the various tool icons telling people that they could so something else with the image after using that particular tool we would be inundated with tooltips on tool icons. Yes, the Pick tool allows you to rotate and/or resize an object created with a selection and placed on a layer. But you can also do other things with that selection object, such as rotate it with the Image>Rotate>Free Rotate menu items, resize it with the Resize options, etc. It's more a matter of the PSP user getting familiar with the various tools available in PSP early in the game. A good reading through the Help files or PDF is always a good place to learn about the various tools and what they can do.

I did a rectangular selection. The Free Rotation tool nevertheless rotated the whole image.

I made another rectangular selection. This time I used the Pick tool after the selection. The Pick tool selected the rectangle I had made with the Selection tool. But here's the thing: I was able to rotate the Pick rectangle. None of that rotate-the-image nonsense we see in the Crop tool.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

I believe you are not quite understanding what is happening. This discussion has been about making a selection of part of an image and then that selected object is placed on its own layer. In such a situation, using Free Rotate with All Layers unchecked and the selected object layer highlighted in the Layers palette you can rotate only that selection layer. Did yo make your rectangular selection and then promote the selected area to a new layer?

If you put a selection marquee around part of an image and then select the Pick tool, when you try to rotate with the Pick tool then the selected area automatically becomes promoted to a layer, so it can be rotated by itself with the Pick tool or, again, using Free Selection from the menu.

The Rotation tool rotated everything until I unchecked Rotate All layers.
As for rotating with the Pick tool: my point was that if Corel can rotate the Pick tool and not the image, why not do it with the Crop?

As they say, the devil is in the details. Your original post said that the Free Rotate rotated everything, so you must have had All Layers checked at that time. Others in the past have missed that check box also.

Of course they can. Remember, they did have the Crop tool doing that until a couple of versions ago. The complaints have been about the fact that they changed it in the last couple of versions without at least providing an option to use the previous version that rotated the tool and not the image.
