how to make text print clearly on larger poster

Hello Folks, I need a bit of advice. I am using Paintshop Pro 2018... and I need to make posters sized 11x17 to help me promote my band. When I do this I take the JPG file to a print place and make as many as I need. My issue is, the text is pixelated, not clear. I don't understand how to make it print smoothly. i save and work in the highest resolution i can get, as far as I know.
Is there an online guide for this? I can't find it if there is, and any advice would help. I'll upload one of them and maybe that will help show my issue. Thanks in advance!

If I was doing that I would start off with an image that was 3300 x 5100 pixels at 300 ppi.
Then place and size the text to fit on there. Save as Jpeg at compression 5 or less to give a higher quality image.

To complete hartpaul's wise advice, I would say not to enlarge the text from the moment it was transformed into a raster.
