PSP 2019 ultimate not undocking save as

PSP 2019 ultimate not undocking save as
I have a problem with the Export jpg , as when it goes to save as it is like a docked page and not a floating page as it is in my other computer .... any one know how to fix this , as Corel suggests I do a reset the whole programme... has anyone done this and if so was it successful. I am using windows 7 and have PSP x9 and PSP 2019 ultimate , but it seems to be happening on both .

Maintain the Shift key down when starting PSP (clicking on its thumbnail). It will ask if you want to do it. Agree.
The reset "cleans" the program.
