Drag and Drop For VSX_2019 Not working

All I can say in my own defence is that when I saw your first post, I did not think of the problems people had in starting VS 2019 at all since you said it took two or three goes before it would start. What that did was remind me that I had seen a similar problem a number of times. But it was with PaintShop Pro, and had not been reported as far as I can remember with Video Studio. I myself have experienced it with PSP, and the only solution I found was to leave it for a while or else go into Task Manager > Background Processes and see if an element of PSP was running, and then use End Task to stop it.
