Paper background not solid colour

When I open a new blank page/photo sheet in PSP X9, it loads as a transparent background but with smudges of whatever colour I have chosen. I have tried clicking off the 'transparent' button, but they still come out blotchy. When I came to save the paper so I could attach it here, a pop up stated that the layer would have to be merged. As the paper is just a blank sheet, it would appear that the blotchy colour is being added as a layer. No extra layers appear in the layers panel, just the Raster image of the paper. Maybe I have missed ticking or deleting a tick box somewhere, buy I am stumped.

Try unticking any texture or pattern buttons or making sure you have not chosen any texture or pattern in the buttons under the Foreground and Stroke properties and Background and Fill Properties.

If the image shows as a Raster layer in the Layers palette rather than a Background layer then that means your image has a transparent background. If you were to select and delete/cut a portion out of the image you would see the transparency background. The reason you get the popup about the image having to be saved as a merged image is that this means that it will be "flattened" - i.e., will no longer have a transparent background. JPG format can't save that transparency.

Thanks for your replies. I have attached another photo, (hope you can see it) As you can see transparency is off, setting is colour and foreground and background are solid. Sorry I am new to this. In Photoshop, if I open a new paper/page, I have the option whether the page is transparent, white or background colour. I choose what I want and the page/print opens as a background layer. So it could be coloured or transparent, but still a background. Paint Shop Pro, always opens as a raster layer, whether transparent or coloured. If I open a photo that is shown as background.
A new page in PaintShop Pro will only ever open as a transparency or a pattern, Gradient, or Texture and they are partially transparent. It will never open a page with a solid colour, Gradient or texture.

Thanks for the screenshot. The unwanted texture is usually an issue in the Color dropdown menu.

Shows solid white, not a semi opaque pattern. It does not matter what texture/solid I choose, it is always the same pattern, just with the chosen colour, gradient or texture on.

Hi ronecc
From your 2nd image above choose the Swatch option below the wheel
Then choose a colour ok
Then File New should use the last used colour selection

Ok
File New
Click the colour window – opens the Materials Properties
Select the Swatch option
Choose a colour
Ok
The next File - New will use the same colour

Thanks for that Trevor. Unfortunately it did not work. The page is still opening as a Raster with the transparent background and textured layer on top. It does not show in the layers panel as a background and a Raster layer above, just the one Raster

?? Not sure what you mean, when I try it I just get a choice of photos to open, not a blank document. I am in contact with Corel at the moment, so I will see if they can throw some light on it. Thanks for your suggestions, thought it might have been an easy fix.

Just try this:
1. Save your Workspace, if it matters to you. From your screenshot, it looks as if your toolbar is set to defult. If so, you can skip thise step
2. Close PSP. Then, before you press on the shortcut to open PSP, depress the Shift key. Then when you click on the icon, you will do a shift-open.

Easy and quick. Takes less time than correspondence with Corel.

Just to adjust ehume's last post a little, when you hold down the Shift key as you click to open PSP, it must be a double click, regardless of whether you have your computer set up to use single clicks to open things. Then you should get a message asking if you want to reset PSP to factory settings. Make sure you save any customized workspace or other customizations before doing so -- otherwise they will be lost with a reset.
