Curiouser and curiouser. I uninstalled PSPx7, reinstalled it, it tried to update and saw nothing. I then ran PSPx7 Update 4. That ran, but no ParticleShop as promised.

That's strange. I did that update when it was released in 2017.
Can't remember my steps now or how/where Particle Shop appeared.
I just remember finding it and was able to copy over the files to my other computer.

Back in October 2016, Corel advertised Particle Shop ESD for something like US$16, and a few of us here bought it. I had hard drive trouble in 2018 and had to reload everything, and somehow or other I could not find the Particle Shop download. It was also too late to use the fact that I registered it on my Corel account, to retrieve it.
I also recall that in 2018 the Corel sales campaign on Amazon for (I assume) PSP 2018 (or maybe it was PSP 2019) also included Particle Shop as well as Painter Essentials 6. It was only available if you bought from Amazon. As I already had versions of PSP up to the latest, I wasn't going to buy the whole thing again, so left it. I do, however, have Painter Essentials 5 and 6 on this computer, and oddly enough a copy of Particle Shop ESD on a now rather old laptop where I loaded it when still using that laptop. But I no longer use it for anything, and still can't load Particle Shop on my current computer... unless I buy it again.

What version of PSP did you buy it with? Have you tried the "restore my purchases" option to see if it shows up in your library?
EDIT: As a quick test I went to Help -> Restore My Purchases and after entering my email address it brought in my ParticalShop purchase. Had to restart PSP before I could see it, but it was in the list of restored purchases.

Unfortunately, my "Restore Purchases" is greyed out. I suspect that is because the purchase of Particle Shop in 2016 was made independent of PSP. I've also checked in Painter Essentials 6 because Particle Shop is more usually associated with Painter. But that said I had not made any previous purchases. Painter Essentials 5 does not have a "Restore Purchases"...

I've started up two more of my old computers and found both had Particle Shop among the plug-ins for PSP x9 64bit. X9 of course came out in 2016, and as I mentioned before, that is when I bought Particle Shop ESD.
The program files for it are not in C:\Program Files\Corel where you might think they would be. They're in C:\Users\[Your Name]\AppData\Roaming\Corel... Both these computers are a lot more recent than the other one I mentioned, so at least I have a fallback option for Particle Shop.

Under Effects Plugins, it shows under Painter/ParticleShop.
It only works with PSP 64 bit but I've used it via an edited Nik script with PSP 32 bit.
Mine installed into Program Files/Corel and I have directed Plugins file locations to that.
I found my old notes for PSP X7 Particle Shop install.
I did the 4th Patch install [in March 2017] and on opening a new Welcome Screen appeared and under the Get More Tab was the option to get Particle Shop for free.
I then copied the Particle Shop folder over to my PC but it required an msi file to install. I found that on the old Laptop in AppData/Temp folder, brought it over to PC, installed and then Particle Shop worked on the PC.
Today I reinstalled X7 onto the laptop to test the steps [it had been removed during clean Win 10 install] and I ran the 4th Patch, but this time on opening PSP there was no new Welcome screen.
I checked and it was the correct version, 17.4.0.11
The only difference from before was that this time I only installed the 64 bit version and last time I had only installed the 32 bit version.
The Corel Patch page still shows that Particle Shop along with new Welcome screen and other extras come with the 4th Patch, but perhaps they have now removed those options from appearing.
If that is the case I'm pleased I saved those files back in 2017.

Interesting what differing experiences you have -- between computers. I do not even get a greyed-out Restore Purchases in PSPx8, but there it is in PSPx9. The only trouble is: when I invoke it, it says there are no products having that address. But when I go through www.corel.com there my products are -- registered to the address I was told they are not registered to. At least we know the trouble lies with Corel, not us. For me I apparently bought it under a different email address than my main account. My Corel account uses my Yahoo address. And ParticleShop is registered with this email. But I bought it under my Gmail address. So when I restore, I have to use my Gmail address.

I always poke around in AppData and Program Data after any Corel updates and installs, to grab any of the install or download files. I rebooted Laptop and the new Home Tab appeared in X7.
I can confirm that the Particle Shop download offer does not show up anymore under Welcome.
The only free item I found under Get More was a pack of brushes.
Looks like the offer was time limited or stopped once support stopped for X7.
