PSP 2018 File > Print Layout...

These were placed with no grid; all I did was choose an Avery template from the File Cabinet. The picture auto-resized.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

Ah, ok. You need the black border...

Another solution is to trace Guides (View/Guides) placed like your black border.
Create a new empty raster layer
Trace your Guides
Then, activate Snap to Guides
Use the PaintBrush to paint the thick black line (Snap to Guides will snap while you draw)
Save it for future use.
Now, you can place your images. They will snap to the Guides.

Black "border" need not be painted. Templates can be presented against backgrounds of any color, giving the appearance of a painted grid with much less hassle.

I obtained that context menu by right-clicking on the page margin (not on an image). You then select Page Setup... which leads you to this window:

See the little box in the middle where it says Background? Click on that and choose your color. I chose black for this example. From what I can see, the developers of PSP saw us coming a long time ago.

Assuming I can get comfortable with Print Layout’s rather complex options (your screenshots and notes will help a lot, thanks), can I output a high res image instead of printed paper?

(I’ve missed the post to CA, USA, so the birthday card will now be an email attachment.)

Meanwhile, in parallel, I’ll use the tools which I currently find more intuitive. Eventually an optimum will emerge!
