Is there anything in PSP2019 where you can turn the ordinary street light into that spikey star-burst look please?
I have looked but can't find anything under "Effects" or anywhere else for that matter.

Have looked in various plugins and none that I can find with a quick browse will do that.
I think at this stage you would have to get specialist software to get that effect.

Before graphics software became prevalent and in the days of film you could buy sets of filters . I had a star filter which gave 4 spikes another that gave 6 spikes and still another that gave more . THis caused any bright flaring object , street lights stars , torch lights, lanterns , candles to have that starry effect.

I have found among some graphics plugins filters some that produce stars but they are random and do not appear around bright spots present in the image.

Would be good if Corel or supporters could make such a filter and place in illumination effects. you run the effect and it chooses bright areas, you can move a slider and it reduces or increases the number of areas selected according to their relative brightness, then you could choose to have 4 spikes, 6 spikes 8 spikes 12 spikes or other numbers of spikes.

A plug-in by Topaz Labs will do this. It's called Star Effects.

However it is not free . Would be good if Corel could make an effect within PSP .
