I just googled for 2020 after someone told me it had been released. I found it in a few places, but not on the Corel site. I saw that 2019 was on sale for 1/2 price, so doesn't that usually mean a new version is going to be introduced soon?

Corel has not released a new version of PSP. I would not download from an unofficial site.

It usually comes out early to mid August. Looking at PSP 2019 downloaded installation files showed 2nd August 2018.
