I have used PSP since the 1990's starting with PSP 5. I have all the current versions, but am using 2019.
I have always been able to create starting with a raster transparent background, add images to raster layers, create new raster layers, add vector layers for vector text, etc. and print using Print Layout sometimes with not even have saved with no issues. In a recent version of PSP I think it was X5, I noticed this behaviour of printing any transparent background filled with black. Today I am creating a memorial card for my father in law who passed in June, and I am getting this same stupid behaviour of printing with a black background when the layers are transparent!!
Does anyone have a solution, other than creating a new raster layer, dragging it to the bottom and filling it with white???
Thanks, sorry if I sound jaded but this is so frustrating and annoying.

Could you explain better your steps ?
Are you printing the pspimage or a PNG or a JPG ?
Do you save in PNG or JPG before to print ?
Is your background color black (in the Materials Palette) ?
Does this happen with all images ?
When you place a layer filled with white under the layer containing text/image, does it print in black ?
Did you made a reset (launch PSP with shift key down) ?
