If I copy a DVD previously made in VS9 into the time line, (without editing) can I go directly to "create disk' or do I need to render it again?

No there is no need to render again, the files will already be in the MPEG2 format needed to burn a DVD.
Just make sure that the project settings (bitrate, encoding method, audio format) match that of the source disk, and that the option to not convert compliant files is checked -- this will eliminate the rendering.
