Re: Trays in Manage mode
Vague description of your problem . Just compared X7 with 2019 and seems to be no real difference in setting up trays. It would help if you describe what you do have and what you are doing.
I will presume you are in Manage mode and the Organiser is visible as you are in Preview mode (second button top right beside the Map Mode.
In the Navigation Panel you have chosen a folder that contains some jpg images. You should see the thumbs of the images in that folder along the bottom.
Down below left on the Organiser palette second button in (More Options) you have clicked to add and name at least one tray. Now there are no images in that tray and you will see no thumbs along the bottom.
To the far right of the Organiser is a down arrow , Click that and make sure Tray is ticked.
You should now see thre trays the first named after the folder you navigated to , then My Tray and lastly the newly named tray.
If this is not working for you please describe where you are getting problems
So long as the Organiser is visible and show tray has been selected this should remain the same for Manage and in Edit modes.

Re: Trays in Manage mode
Could the issue be that old bugaboo Essentials workspace? I note there is no Essentials workspace in PSPx7, and PSP 2019 opens in Essentials workspace by default, surprising many longtime users.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

Re: Trays in Manage mode
No, the essentials workspace doesn't touch the mange mode. It hides it, you can turn it back on through the general preferences, but it doesn't actually change the Manage mode at all. By default, the organizer palette doesn't show the trays.
So, assuming that's the original poster's problem, Hartpaul's steps should provide everything they need to get trays showing up.
