In PSPro 2019, it has suddenly stopped letting me being able to type any text on a jpeg image .I see a flashing cursor but there is no response to me typing. After I name and save the image, the image below shows on the saved photo.

Ken, make sure your text set to create on vector and not floating or selection. If that isn't the cause of the problem, you could try resetting the text tool. Go into the Presets (far left of the Tools tool bar) and click on the curved arrow to reset.

When you say no response, are you saying the cursor doesn't move at all?
If the cursor moves, I would suggest making sure that the background color is turned on or the stroke is set to something greater than 0. Setting stroke width to 0 and background the transparent you can make a vector completely invisible.
That outline box looks quite dotted, are you using selection text wrapping?

Thank you for the quick replies.Resetting worked but with a new issue
1 Open jpeg photo
2 Photo file name shows at top with @ 25%
3 Select text tool- Vector 1 shows on file name
4 Type text, now shows after resetting
5 Double Click on text to move
6 Move text –dashes in an L shape show
7 Dashes are removed by placing cursor to the left of each dash and pressing space bar
