If render on a clip by clip bases the clips are rendered but, in total it fails. So, I make the individual clips in 4k and join them in final render with PD.

I have repeatedly rendered 4K (3840x2160) videos with no problems using VS 2019.
Since you seem to be almost the only one having problems, how about uploading 2 or 3 short, original clips to a site such as OneDrive or Google drive. That would give us a chance to try to duplicate your problem.

Well, this has been like a roller coaster. Today, I just made a 16 min 3840x2160 video with success. I hope it continues but, in the past it has been very mercurial.
Glad to hear others are not having these up's and down's.
I just ran a 3840x2160 video from my Samsung S9+ with other lower res mp4's and there were no problems. I wonder what was going on before. Now, it works fine.
