Luminance Mask
Is it possible to create in PSP(X9) a luminace mask; that is a mask which varies its density depending on the brightness of the background image?

You are probably looking for
with image loaded
Layers > New Mask Layer > From Image and you can choose which image in the workspace is used to make the mask.

I don't see how using an image as a mask will work as a luminace mask.

There is an option in the From Image dialog that lets you choose how a mask is made from an image. Including, by Luminance. So it quite literally makes a Luminance mask based on an image as you requested.
