I daresay the frequent users have figured this out by now, but for those that haven't, Corel has introduced something new - or rather, changed the default of an existing item - in 2019 sp 3. And at 1st use it is VERY "whoa! whats's this? where did everything go?" concerning.
The timeline tool bar has had an item to configure/customise the toolbar since Vs2018 arrived (it isn't there in x9 or X10), with mouse tooltip (which doesn't come thru in the screenshots) but the default was evidently everything on. And that carried forward to 2019, including sp2.
When I opened 2019sp3 for some work today (first time after the update), the timeline tool bar icons were just 'absent without leave'. It looked like this

panic. what has 2019 done to me now? Checked my other PC with VS2019 on it - same effect.
After a bit of poking around I found that customise icon (a spanner and pencil thingy, now situated between the timeline view and undo icons), click it and it was 'everything off'. A new panel, with all the toolbar icons each with a selection box, and also a select all box. Clicking the 'Select All" box put it all back and it now looks like this (with the customise box shown)
I do wish Corel would advise of these changes. On past experience that may be wishful thinking, but if it's said often enough, possibly it will sink in.

David, "show all" is ez PZ but does one own selection will keep this tool bar off showing unneeded items..

In every version, including 2019, when installed the timeline are has the toolbar icons displayed. Progressively over versions, there have been more of those added as the feature list grew, but nevertheless, the icons were there. So it was something of a shock to update 2019 to sp3, open the program and find there were no timeline toolbar icons at all.
And it was that way on both PC's I have with 2019 installed, so clearly not something that was PC specific. With more analysis, it was obvious that every version from X9 onwards had those icons displayed, automatically, even after SP updates. I also determined that the customise toolbar icons was added as part of the 2018 makeover - not sure whether it was the original or in one of the 4 SP's released so far - but even with customise toolbar now a feature, the icons were still auto displayed. It was only 2019 sp3 that changed that - and it took a while to find the customise button - was in fact just about to bug it, when I tripped over (accidentally moved the mouse over the icon) that thing and saw the tooltip.

I had problems with the tools disappearing, at random, running vs with sp2
I have not installed sp3 at the moment
I never found out why but they did fix a problem with the bar where tools returned after being hidden??
Then I went on vacation.............

Glad you enjoyed the cruise. Mine was relaxing but too many sea days! Saw tropical islands . . sand, sun, forest, lava tubes and waterfalls . . not many hula girls tho. But, to hobby-work.
I don't have 2019sp2 any more, so I can't comment on the variability of the timeline tool bar icons in that version/configuration. I certainly don't have any recollection of that. What stuck me most when I opened sp3 after the update from sp2 was the 'emptiness' of the tool bar. See the image in my first post above. Since I still have X9 X10 and 2018 still installed, I went looking for what may have happened, and as outlined it seems that the change occurred - for me at least and probably at least one other (posted above) - in 2019sp3, wherein the update defaulted the tool parameter for the timeline to "off", when previously for 2018 (all updates) and 2019 (including sp1 and sp2) it had been "on".
I fact, I had not noticed that icon setting the toolbar display in 2018 at all, since the toolbar display there after installation was same as it always was. Given that Corel isn't noted for what's new information at this level in new releases, that was probably normal. In retrospect, it's easy to see why it was done - the number of timeline tool bar icons have grown to the point where soon there may not be space for them all if it wasn't done.
The fix list for sp3 is long. So best I can suggest is to do the update to sp3 and then re-check your prior findings re toolbar variability.
