I just upgraded to VS 2019. However, I am disappointed to see that the .HEIC files I get from my iPad are not usable. I have been converting them to .JPG but wonder what the story is here.

I can't open HEIF images (.heic file extension) in PaintShop Pro 2019 so it's not surprising that VS2019 has an issue. The issue probably is that HEIF and HEVC are extensively covered by patents, which means there could be legal implications to implementing HEIF support, particularly in paid software. As these image format can be opened in Windows 10's native image viewers, it is assumed that Microsoft has resolved the licensing issues for its codecs.MikeA wrote:disappointed to see that the .HEIC files I get from my iPad are not usable.

Thanks! I see that there is an iPad setting so that formats are more generically compatible and I can use that with my tablet. But I will still need to convert those from others who are using the newer format.

Pretty sure PaintShop Pro X9 opens HEIF images on my machine. Make sure you have the HEIF Image CODEC installed from the Microsoft Store. VideoStudio 2018 doesn't, so I'm assuming VS2019 won't either.
There are no legal implications for implementing HEIF support. You just have to use the Windows 10 decoder. Same for Encoding and Decoding other common formats like H.264, AAC, MP3, VP8/9, VC-1, etc. Windows has this stuff built into the OS, the same way Apple has this built into macOS - or added on by installing their Pro CODECs package.
Most Windows software on my machine like PaintShop Pro X9, VEGAS Pro 15, etc. supported HEIC immediately after Microsoft Store installed the CODEC on my machine (and I've tested on multiple machines, here).
One could argue that maybe hardware platform is making the CODEC not work, but I tried it on a Richland-era AMD Laptop here, and it works there as expected.
