Good catch!
I get the "not allowed" sign too if I modify the image with the Deform tool.
If I click on "Reset rectangle" (my version is French, don't know how it is named in English version) just after I use the Deform tool, I can move the layer without problem.
It seems it is a "normal" behavior in PSP 8 : you need to "apply" the deformation before to access to the move layer behaviour.

@hartpaul: Thanks for reproducing the flaw. Some obscure bug it seems. Your work-around works fine, although it's no faster than a simple Ctrl+s to save the file first.

Your black 'No Entry' icon is interesting! Some theme issue? Here's what mine looks like:

@Jean-Luc: Saw your later reply just after my last post. That's a neat work-around. And the first time in decades of PSP usage that I've ever noticed the 'Reset Rectangle' button!
