I run PSP 2018. Periodically, the PC SE 3.0 plugin won't load. Back when I was using Win7, I could re-run the PC installation program (I copied the installation disk). After that, it would load properly.
Then I "upgraded" to Win 10. I ran into my PC SE 3.0 plugin-won't-load problem (the "access violation" issue). This time, my workaround did not work.
So, after a few failures, I right-clicked on PC's installation program. I chose Properties from the context (right-click) menu. Then I chose the Compatibility tab. Under the Compatibility tab, I clicked on the "Run the compatibility troubleshooter" button. With PSP closed, I followed the prompts. I "tested" the PC SE 3.0 installation program, then opened PSP. Lo and behold, the plug-in had loaded. This was a successful test. So I followed more prompts, and told the troubleshooter to Save the settings. The troubleshooter then finished, telling me the problem had been that the installer had been an incompatible program, all fixed now. I thought I would share.
This also points to an issue some users have been having with their Perfectly Clear plugins. I may accidentally have found the culprit and the solution to the problem. Let's hear it for serendipity!
