Ok.
If you have turned off Image formatting in WLM, then you should get no shadows on images or any effects, if viewed in the body of the email or viewed by double clicking the attachment.
If I attach or embed any images they do not have the default shadow or effect.
I just did a quick retest to myself and the png showed as it was intended and WLM did not surround image with a shadow.
BUT, If I view the Attachment via Slideshow in Photo Gallery, then yes MS does apply a shadow, similar to your Rose result.

No. Windows LIve Mail is a desktop client that was originally released with Windows Essentials. The successor to Outlook Express. It's quite old now, replaced by the Mail app in Windows 8 and 10. The web based email was hotmail now outlook.
