PSP 2018 runs when I startup my computer. It does not show up in the START menu, so I cannot disable it. However, all monitors of my system show it running. I do nt use the management function, so it is not cataloging pictures.
Does PSP have a setting that prevents if from running at startup? Or conversely, settings that can be turned off to prevent it from running? I want it to run on demand only.

It might be stuck as a background process. In Windows 8.1 I would open Task Manager and if you see a Corel PSP process running then right click it and click End Task to try to remove it. I don't know what the equivalent is in WIN 10.

It's the same in Win 10. JoeB.
But a stuck process shouldn't restart with the computer unless the restart apps flag was included with the call.
Slainte, you say all monitors show it running. So I'm assuming you don't actually see PSP startup with a splashscreen. Can you take a screenshot of the process monitor where you see PSP?
You could check your startup folder. But I doubt it would be there.

In Win 10, right-click at the bottom, on the Taskbar. The context menu has Task Manager 3d from the bottom. In the Task Manager, you have a 3-item menu bar, then below it a tab bar. The startup tab is 4th from the left. You may find PSP there.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.
