Here we go again
2019 is a mecurial program. Consistency is not there. I went to split and move an item on the sound track and could not move it to a different location. A icon with two vertical bars and two horizontal arrows appeared when I tried to move the clip. Later, I retuned to the program, a new, and now I got what I expected and was able to move the clip on the sound track. What's going opn here?

The icon you describe seems to be the new Slip feature, view the icons below the preview screen to the right of the Undo/redo buttons.
Float the mouse for a tool tip.
If that is selected showing in blue then you have activated the Slip feature that moves the Mark-in / Mark-out points, the cut points
As you drag across the clip notice the white bar below the preview screen, should move to change the cut points.
