Do you mean Paintshop Pro or Printshop Pro? They are made by different software houses.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

Re: borders and frames
1. Load your image, promote to a raster image. (this allows another image to be placed below it).
2. New Raster layer - fill with color or pattern you want for your border- Move this layer below your image and turn its visibility off.
3. Make your image layer active. Use a selection tool to select your image (I am assuming you have the part of your image on a transparent background - or have removed the unwanted part of that image layer.)
4. Selections > Modify >Expand and choose the number of pixels for your border. Turn the visibility of your pattern layer on again.
5. Right click one of your layers and merge down.
6. Selections > Invert and hit the delete key and then do Selections > None. You could repeat this procedure to get a black border around the whole and any other combination of borders that will follow the odd original shape.

Re: borders and frames
In addition to what HartPaul suggested, there are usually more than one way to complete a task in Paint Shop Pro (provided you are using this and not Print Shop).pianowire wrote:How do I put a border or a frame around an images that is not rectangular? The object you are using that you want to add a border or frame to must be on a layer with transparency,
- Select your object (use magic wand on transparent area and invert the selection.
- Selections>Modify>Select Selection Borders (use outside only and make this as big as the border you want on your image.
- Fill with your choice of color, gradient or pattern.
- Apply a bevel if you want a frame appearance or none if you are satisfied.
The attached image has a both a frame (with inner and outer bevel applied) and mat (with drop shadow added.
You have a lot of choices if you and want to do something like this.
