Chapter Breaks on Dual Layer DVDs

I'm attempting to create a Dual Layer DVD with Chapter Breaks in VS8. The project burns OK, but when I play it back, it looks like it skips the chapter that spans the area where it changes layers. When I select the thumbnail for the chapter, the thumbnail looks correct, but when I select it, the player jumps ahead to the next chapter.

I have loads of disk space using the NTFS file system and my burner is a NEC 3520.

I've tried recording various ways. Since the cost of dual layer DVDs are so high, I want to make sure everything is good before burning. I've tried making a disk image and then burning with the VS8 Image Recorder and I also tried making the DVD files and burning it with Nero 6. Both give the same results. (I've used these techniques with single layer DVDs and they always worked fine). Any info or help will be greatly appreciated.
