VS2019 Context Menus Truncated - Workarounds?

VS2019 Context Menus Truncated - Workarounds?
As shown in the following image, VS2019 Context Menus are severely truncated and missing a number of features compared to VS2018 including "Create Smart Proxy File". There no longer appears to be any way to manually create a Smart Proxy File in VS2019. Is there any workaround?

Just to expand on Trevor's reply, in both VS 2018 and 2019, you have to enable SmartProxy in Preferences (either Preferences > Performance tab or Preferences > Smart Proxy Manager > Enable SmartProxy) before 'Create SmartProxy file' becomes selectable in that dropdown menu. That's how it works in my setup...
