I have been trying out the Fix Noise preset in Perfectly Clear SE which came with PSP 2019 U. I found that the Fix Noise preset gives a different result to that obtained by activating Noise in the Details section of the Adjustment Panel directly. The difference is that the Fix Noise reset makes changes Tone and Color as well as Noise whereas the activating the noise adjustment directly does not effect the tone and color adjustments. I installed the trial version of Perfectly Clear Complete, but this shows the same behavior.
I wonder if anyone could explain why this should be and could suggest when one approach to fixing noise should work better than the other.

I asked the same question of Athentech. Fortunately activating noise reduction directly from Noise in the Detail Adjustment panel works as it should.
