Paintshop Pro 2018 Ultimate error message on Windows 10?

Hi

I wonder if someone can help me please!

I am trying to install Paintshop Pro 2018 Ultimate on my new laptop Windows 10.
For some reason it will let me install it then but when I come to put the licence key in it gives me this message (i have attached screenshot).
I do have the correct licence key so it's not that lol.

I have it already on my main computer Windows 7 with no problems.

Hopefully someone can help me, its so frustrating.

As you can see that error comes up with some installation packages which do not have a check and correct procedure. ie. If something is missing then it should be programmed to download and install the missing component and then continue with the main program installation.
This is what happens with some installations of games I play . A box pops up and says you have an out dated or misssing file and do you wish to download and install or abort the installation. Shoddy programming methinks.
