If you select the area, you may apply an enhancement to the selected area only.

Even better, if you have the free Nik Collection of filters then the Viveza 2 filter allows you to create Control Points, which are basically a way to create a selected area of an image and then adjust all sorts of stuff within the selected area - Brightness, Contrast, Saturation, Structure, Shadow, Warmth, Red, Green, Blue and Hue. It does so while also doing a good job of automatically blending the adjusted area with the surrounding part of the image. And it's a lot easier than having to fiddle with a selection's feather to get a good blend.

Most of the other Nik Collection filters also have an Add a Control Point option, but with those filters the options are very limited and, I believe, only to allow you to change the opacity but perhaps some of them have a couple of other things that can be done with the control points also.

Then you can also use the brush tools - just below the paintbrush tool there is a whole series of brushes - Lighten/Darken, Dodge, Burn, Saturation up/down.

Also duplicate, hide the top layer , use a global tool to brighten / darken the whole image til the area you want is just right (rest of image will be bad). Then show the top image and use a soft eraser so that the corrected part shows through.
Or you could use a mask instead of the eraser brush.

I have done this two to four ways, depending on how you count.

The first way is to go to 64-bit PSP and find File > Preferences > File Locations. (You can also use View/Customize... to put the icon on a toolbar) If the plugin has created a third-party directory, you can go to File > Preferences > File Locations and select Add and add the directory. PSP will look there.

The second way is to create a Misc folder in your Plugins directory, directing PSP to look there. Now you can put copies of your plugins in the Misc folder.

The third and fourth methods are the 32-bit equivalents. This works for PSP 2018.
Had PS3, PSP3; Installed: PSP-4.12, 5.03, 6.02, 7.04 (liked it a lot & used it for years), 8.00, XI, x4.3.0.3, x6.2.0.20, x7.4.0.11, x8.3.0.13, x9.2.0.7; now using PSPx10 (PSP 2018; version 20.2.0.1 x64) on Win 10-64 b2004.

If you have the free Nik Collection installer that Google released last year (the .exe file) then just double-click the file and follow the instructions to install the package of plugins. That should install both the 32bit and 64bit plugins, as well as standalone versions of the plugins, in C:\Program Files\Google\Nik Collection. Then point PSP to the Nik Collection folder using File>Preferences>File Locations.

DXO Software has since become the licensed owner of the Collection and made a few adjustments and now sells the collection. However, they have a page on their site that is supposed to allow you to download the free version if you provide them with your email address. I didn't have to try that because I already had the collection so can't say if the download will actually provide the collection and, if so, if it will install in the same location. The link to the DXO page is here:

FWIW I do something similar to ehume. I create a new folder called PLUGINS. Then any new plugins I get I do a copy and paste into that folder. Then every bit of software I use I point to that just one folder. It avoids having your plugins spread all over your hard drive and you only need to point your editor to one location.

That should work with any plugin that doesn't actually require an installer but will work by simply copying and pasting the .8bf file anywhere. If a plugin does require an installer then selecting your desired folder rather than the default chosen by the installer will often work also, particularly if the plugin also consists of .8bf files that don't require any supporting files. But some plugins write other supporting data to the registry and/or other locations and will often not work properly if not installed in the plugin installer's chosen default location. I suspect that those plugins are the exception but the issue can exist. Issues sometimes also shows up when installing some other types of programs that you don't just let install to wherever the program wants to install itself. Just a heads up. :-)

This method works fine for 32-bit, as I said later. I only separated it out for clarity.
