Removing Moire Patterns

I see a lot of posts on removing moire patterns. Even saw a post that said, PSP has an easy way to remove moire patterns. Unfortunately, I can't find a post that tells how to do it. I tried the built in PSP help, but mine is broken: Nothing happens when I click Help Topics.

I've attached the image I want to fix. It came from an on-line PDF of a 19th Century document, so no access to original print to re-scan it.

Can PSP remove the moire patterns?

Yes, but it can soften the image so additional sharpening may be needed.

Moire Pattern Removal is found under Adjust -> Add/Remove Noise

I tried the Moire pattern removal but it was ineffective. I suspect this is the dot matrix from a newspaper print. I played around with it a bit.
1. Enlargerd the image up to 2000 pixels on longest side. Used the Auto Selection to select the guy and then modified that selection - adding and removing to select only him.
Inverted the selection to select the background - then used the Dropper tool to get the off white between the black dots on the background and used flood fill to replace the background.
Then removed selection and used the clone tool to work on the face and suit to try and match the grey areas,
It helped to also have a duplicate copy so that where I hsd removed a button I was able to clone the button back from the copied original image. For most of this I unticked Alligned mode.
Then resized down to the original size.
Here was my result after about 15 minutes:
